Extends the review period for county councils to approve or disapprove affordable housing projects exempt from planning, zoning, and construction standards from 45 days to 60 days.

Changes the deemed approval date from the 46th day to the 61st day if a county council does not act to disapprove a project within the extended timeframe.

Allows county councils additional time for meaningful discussion and due diligence when reviewing qualified affordable housing projects, while maintaining expedited review procedures.

Applies to housing projects developed under Hawaii Revised Statutes Section 201H-38 that qualify for exemptions from certain state and county regulations.
