Allows courts to authorize individuals or entities (including those outside Hawaii) to provide technical assistance to officers in examining electronic devices or storage media designated in search warrants.

Requires officers seeking technical assistance to submit a sworn statement to the court certifying the reliability, qualifications, and necessity of the individuals or entities providing assistance.

Specifies that no individual or entity can be compelled to provide technical assistance without their consent.

Updates search warrant statutes to identify authorized technical assistants in the warrant itself and permit their participation in warrant execution.

Takes effect upon approval with no retroactive effect on proceedings begun before the Act's effective date.
