Requires the Department of Education to collaborate with the Workforce Development Council on workforce development initiatives.

Mandates development of sector strategies and career pathways that integrate education and training to move workers into growth industries using economic data and industry input.

Requires engagement of employers in workforce development through improved use of participant management information systems, expanded employer involvement in program design, and establishment of core partner teams.

Workforce Development Council must submit progress reports to relevant Senate and House education committees 90 days before each regular legislative session.

Effective date of July 1, 2050.
