Creates income withholding procedures for restitution orders by requiring courts to allow 90 days for payment, then issue automatic income withholding orders of at least $30 per month if judgment remains unsatisfied.

Establishes that income withholding orders for restitution take priority over most other garnishments and attachments, except for child support and family-related court orders under specified chapters.

Adds unpaid court-ordered restitution to the definition of "debt" subject to civil collection enforcement and state tax refund intercept programs.

Eliminates courts' ability to revoke restitution orders and requires that any bail posted by defendants be applied toward payment of court-ordered restitution, fines, and fees.

Grants crime victims access to defendants' adult probation payment records without fees, including compliance history, amounts paid, payment dates, and remaining balances.
