Requires state and county agencies to provide domestic abuse intervention training to personnel whose job duties require or may require intervention in domestic abuse situations, effective January 1, 2018.

Applies to law enforcement officers, firefighters, emergency medical services personnel, judges, attorneys, and court representatives involved in domestic abuse actions.

Mandates a minimum number of training hours (specific number not filled in the bill text) for all covered personnel.

Establishes that "domestic abuse" has the same meaning as defined in Hawaii Revised Statutes section 586-1.

Takes effect July 1, 2017.
