Amends Hawaii Revised Statutes Section 342G-2(b) to add waste-to-energy as a solid waste management practice priority.

Elevates waste-to-energy to the second tier of priority, placing it alongside recycling and bioconversion/composting, above landfilling and incineration.

Requires the Department of Health and each county to consider waste-to-energy methods when implementing the Hawaii Integrated Solid Waste Management Act.

Maintains county discretion over the respective roles of landfilling and incineration in their waste management decisions.

Takes effect upon approval.
