Appropriates $4,145,695 for fiscal year 2017-2018 and the same amount for fiscal year 2018-2019 to the Department of Health for the kupuna care program.

Requires that appropriated funds supplement rather than replace the existing base budget of the executive office on aging.

Kupuna care program provides nine core services to seniors over age 60, including personal care, homemaking, meals, adult day care, case management, and transportation to support aging in place.

Addresses Hawaii's rapidly aging population, which grew 139.8% between 1980-2010 and is projected to comprise 29.7% of total population by 2035.

Takes effect July 1, 2017.
