Requires the executive office on aging to establish the kupuna caregivers program (subject to available funds) to help employed caregivers obtain home and community-based services for elderly relatives so they can remain in the workforce.

Makes the kupuna care program mandatory (subject to available funds) and requires it to be coordinated by the executive office on aging and implemented through area agencies on aging.

Establishes a maximum daily allocation of $70 to cover transportation, personal care, respite care, adult day care, or chore and homemaker services for eligible care recipients, with funds paid directly to service providers.

Defines care recipient eligibility as individuals age 60+ who are U.S. citizens or lawfully admitted permanent residents, not covered by other government programs, not in long-term care facilities, and having impairments in at least two activities of daily living or comparable functional limitations.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 for the program's establishment and implementation.
