Creates a temporary commission on the thirteenth festival of pacific arts to plan for the event to be held in Honolulu from June 11 to June 27, 2020.

Commission membership includes the governor, senate president, house speaker, director of business, economic development and tourism, Hawaii tourism authority CEO, office of Hawaiian affairs CEO, Honolulu mayor, and two community members appointed by the governor.

Commission shall coordinate state-sponsored celebration events, solicit funding from public and private sources, and accept donations and appropriations from various governmental and non-governmental entities.

Commission shall submit a report to the legislature no later than twenty days prior to the 2018 regular session convening and shall cease to exist on June 30, 2021.

Appropriates $500,000 from general revenues for fiscal year 2017-2018 for the commission to plan the festival, with funds to be expended by the department of business, economic development, and tourism.
