Expands the Committee on Weights to consider factors beyond student characteristics, including enrollment trends and optimal student-teacher ratios when developing the weighted student formula.

Requires the committee to determine the optimal student-teacher ratio for each grade level from kindergarten through grade twelve.

Mandates that the weighted student formula incorporate weights accounting for special education teachers and support staff, anticipated enrollment increases, and optimal student-teacher ratios at each grade level.

Allows the committee to form advisory subcommittees to obtain input from key stakeholders as needed.
