Amends Hawaii Revised Statutes Section 302A-1303.6 to exempt remote schools from the weighted student formula funding allocation method.

Remote schools must instead receive operating funds through categorical allotments that guarantee a minimum number of instructional positions to maintain minimum course requirements.

Defines "remote school" as any public high school located at least one hour drive away from the nearest public high school, or located on Lanai, Molokai, or Niihau islands.

Applies the categorical allotment requirement to combined schools that include high school with elementary, middle, intermediate, or other lower grade levels.

Takes effect upon approval of the Act.
