Appropriates funds from a special fund of the State of Hawaii for fiscal years 2017-2018 and 2018-2019 to establish permanent full-time invasive species technician positions at the Department of Land and Natural Resources' Division of Forestry and Wildlife.

Authorizes these technician positions to control invasive plants and animals statewide, with specific focus on high-threat species like miconia in East Maui, which threatens approximately 37,000 acres and poses environmental, cultural, and economic risks.

Recognizes invasive species as the single greatest threat to Hawaii's economy, natural environment, and public health, with current pests causing millions in crop losses and extinction of native species.

Directs the appropriated funds to be expended by the Department of Land and Natural Resources for purposes of controlling invasive species throughout the state.

Takes effect on July 1, 2050.
