Establishes state commitment to reduce greenhouse gas emissions statewide in alignment with the Paris Agreement principles, regardless of federal action, through strategies including renewable energy adoption and air pollution control.

Renames the Interagency Climate Adaptation Committee to the Hawaii Climate Change Mitigation and Adaptation Commission with expanded duties including policy direction, climate change strategy development, vulnerability assessment, and annual reporting to the governor and legislature.

Requires the Commission to develop sea level rise vulnerability and adaptation reports by December 31, 2017, identifying impacts through 2050, economic ramifications, and recommendations for planning and management.

Appropriates $40,000 annually for fiscal years 2017-2018 and 2018-2019 for Commission operations and $65,000 annually to establish a full-time climate change mitigation and adaptation coordinator position within the Department of Land and Natural Resources.

Repeals Chapter 225P effective July 1, 2022, and requires the Commission to conduct comprehensive implementation reviews and submit reports every five years beginning in 2023.
