Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction no later than December 31, 2018.

Mandates that all new single-family residential construction in Hawaii be net zero energy capable by January 1, 2019.

Defines "net zero energy capable" as compliance with the standards adopted by the state building code council, meaning homes maximize energy efficiency such that on-site renewable energy generation becomes more cost-effective than further efficiency improvements.

Allows individual homebuilders constructing their own primary residence to apply for an exemption from the net zero energy capable requirement if they demonstrate to the coordinator that compliance would be impractical or cost-prohibitive.

Takes effect July 1, 2017.
