Amends Act 234, Session Laws of Hawaii 2016 to expand the purpose of homeless shelters to include people who have lost housing due to unforeseen circumstances, not just those displaced from public spaces.

Requires emergency shelters to maintain minimum sanitation facilities of at least one shower, one sink, and one toilet per twenty-five residents instead of standards deemed appropriate by the department.

Changes homeless shelter stipend payments from being based solely on performance measures to allowing annual adjustments at year-end based on actual outcomes achieved, with incentivized payments for meeting targets and potential downward adjustments for failure to meet goals.

Authorizes rather than mandates that emergency shelters provide partitioned space for residents and allows storage space requirements to be determined by individual shelter capacity instead of department standards.

Removes the department's authority to require additional unspecified requirements for emergency shelters and refocuses the department's role on working with shelter management to ensure residents receive services needed for permanent housing.
