Requires research facilities to offer healthy cats and dogs to animal rescue organizations for adoption before euthanizing them, if the animals are suitable for adoption and the facility's existing adoption procedures have not resulted in placement.

Allows research facilities to enter into agreements with animal rescue organizations to facilitate the adoption process.

Defines "research facility" as institutes of higher education receiving public funding, facilities collaborating with higher education institutions, or facilities conducting experiments on cats or dogs for science, testing, education, or research purposes.

Provides civil liability immunity for research facilities that provide animals to rescue organizations in good faith.

Takes effect upon approval.
