Increases King Kamehameha Celebration Commission membership from 13 to 15 members, adding representation from Lana'i and expanding island representation requirements.

Establishes a dedicated King Kamehameha celebration commission special fund administered by the department of accounting and general services, funded by legislative appropriations, gifts, donations, and grants.

Authorizes the commission to appoint an executive director to serve as chief executive officer with responsibility for fiscal, administrative, and program development matters, with salary not to exceed department head compensation.

Allows the commission chairperson to appoint an advisory committee of past members to advise on historical and archival matters.

Modifies commission authority to coordinate and approve commission-supported events beyond the June 11 celebration, and authorizes appointment of organizational representatives with expertise in legal, business, accounting, marketing, philanthropy, and public relations matters.
