Director of Public Safety must submit a report to the legislature no later than twenty days before the 2018 regular session addressing solitary confinement in Hawaii and Arizona correctional facilities that house Hawaii inmates.

Report must include the number of inmates in solitary confinement, reasons for segregation lasting fourteen or more days in administrative segregation or sixty or more days in disciplinary segregation, data on transgender inmates in solitary confinement with reasons and length of stay, and other relevant information.

Department of Public Safety must expand the environmental impact statement process for the Oahu Community Correctional Center relocation by considering alternative sites of 4.5 acres or larger and providing a list of alternative sites with reasons for their inclusion or exclusion.

Department must consult with the task force created by House Concurrent Resolution No. 85 (2016) and the corrections population management commission regarding appropriate capacity and design of the relocated facility in light of criminal justice system changes including pre-trial diversion, the HOPE program, work furlough expansion, and alternatives to incarceration.

Department must submit a report on the expanded environmental impact statement process to the legislature no later than twenty days before the 2018 regular session.
