• Amends Section 155D-2.5, Hawaii Revised Statutes to remove a sunset date requirement for feed development costs incurred by qualified feed developers.

• Appropriates unspecified general revenue funds for fiscal year 2017-2018 to reimburse qualified producers of livestock and seafood for feed costs and to reimburse feed developers and researchers for feed development and research costs.

• Authorizes the Director of Finance to issue general obligation bonds in an unspecified amount for planning, designing, and purchasing a livestock feed mill that will convert waste materials into animal feed.

• Establishes that appropriations for the livestock feed mill capital improvement project shall not lapse until June 30, 2020.

• Takes effect on July 31, 2150.
