Appropriates $50,000 for fiscal years 2017-2018 and 2018-2019 to establish one full-time agricultural management position in the Department of Public Safety at Kulani Correctional Facility.

Appropriates $90,000 for fiscal year 2017-2018 for agriculture equipment at Kulani Correctional Facility, including a Kubota tractor ($34,000), water tank ($10,000), processing container ($10,000), fencing materials ($13,000), and various farming implements.

Authorizes specific equipment purchases: four egg production-chicken tractors ($4,800), five greenhouses ($5,000), rotary cutter ($3,400), spray tank ($3,300), and tandem disc harrow ($6,500).

Establishes that prison farm programs reduce correctional costs, improve inmate rehabilitation outcomes, teach technical and horticulture skills, and provide workplace training in employment and responsibility skills.

Takes effect July 1, 2017.
