Deletes the July 1, 2018 sunset provision from Act 139, Session Laws of Hawaii 2012, making permanent the Act's provisions regarding pretrial risk assessments and parole.

Removes the requirement that sections 3, 7, 8, and 11 of Act 139 would expire on July 1, 2018, and prevents the reenactment of prior statutory language for sections 353-10, 353-66, 706-670(1), and 353-69, Hawaii Revised Statutes.

Keeps intact the effective dates for Section 3 (January 1, 2013), Section 7 (July 1, 2012 for individuals on parole supervision), and Section 8 (July 1, 2012 for offenses committed on or after that date).

Takes effect upon approval.
