Establishes a maritime industry grant program within the Department of Labor and Industrial Relations to award grants to qualified shipyards and training providers for workforce development and training projects.

Defines "qualified shipyard" as a shipyard facility engaged in shipyard activities located in Honolulu with no more than 1,000 employees and in operation for at least 10 years.

Requires grant recipients to hold applicable licenses, comply with all federal, state, and local laws including anti-discrimination provisions, allow department access to records, and be incorporated under Hawaii law.

Limits grants to one per qualified shipyard or training provider per calendar year with a maximum amount per year (specific dollar amount left blank in bill).

Appropriates unspecified funds for fiscal years 2017-2018 and 2018-2019 to implement the program, with department authorized to use portion for administrative costs; requires biennial reporting to legislature on applications, awards, and amounts distributed.
