Requires the Department of Agriculture, in cooperation with the Office of the Governor, to develop a strategic plan with measurable benchmarks to double local food production and increase food exports by 2020.

Strategic plan must identify specific food crops for local production to replace imports, lands suitable for food crop production and livestock, and provide guidance on land acquisition, irrigation, and agricultural infrastructure decisions.

Plan must address the implications and effects of the federal Food Safety Modernization Act on Hawaii's agriculture industry.

Department of Agriculture must submit the completed strategic plan to the Legislature no later than twenty days before the 2018 regular session for codification into law.

Appropriates funds from general revenues for fiscal year 2017-2018 to develop the strategic plan (specific amount not filled in).
