Amends Section 84-11.5 of Hawaii Revised Statutes to add a new exemption to gift reporting requirements for state ethics compliance.

Exempts tangible and nonperishable gifts received by elected or appointed officials on behalf of the State from mandatory gift reporting requirements.

Requires such gifts to be listed in a public record maintained by the respective state agency as property of the State.

Allows gifts to remain with the official's state agency at the end of their term, or be transferred to the state archives or state foundation on culture and the arts as appropriate.

Makes minor grammatical corrections to existing gift exemptions, including changing "birthday" to "birthdays" and clarifying language regarding gifts from relatives and their spouses.
