Establishes a water security fund administered by the state commission to provide matching grants to eligible parties (counties, state agencies, private entities) for water security projects.

Imposes a new water security fee on water withdrawn from municipal and private water systems, collected by county boards of water supply, with fee amount to be determined by legislature.

Creates a water security advisory group composed of commission representatives, county water supply managers, private landowners, agricultural experts, Hawaiian cultural practitioners, and conservation organization representatives to evaluate and prioritize grant proposals.

Eligible water security projects include increasing groundwater recharge, reducing potable water use for irrigation, improving water efficiency, capturing stormwater, and implementing watershed protection activities.

Requires commission to submit annual reports to legislature on approved projects, financial performance, and budget projections; effective January 1, 2018.
