Aims to expedite water conservation and efficiency improvements in Hawaii's building standards by accelerating the adoption of Uniform Plumbing Code changes related to water resource conservation, water distribution systems, and water reuse.

Addresses Hawaii's long-term fresh water security concerns by enabling faster implementation of water-efficient plumbing standards in response to projected drought and temperature increases in the Pacific region.

Effective July 1, 2017.
