Establishes the invasive species rapid response special fund within the Department of Land and Natural Resources to provide resources for rapidly responding to newly detected invasive species threats.

Authorizes the invasive species council to request the governor declare an invasive species emergency when newly detected invasive species pose substantial threats to agriculture, commerce, economy, environment, or public health.

Allows the council to expend moneys from the fund without legislative approval and without regard to procurement and civil service requirements upon gubernatorial declaration of an invasive species emergency.

Requires the council to account for all fund expenditures and report that information to the legislature annually.

Appropriates funds from general revenues for fiscal years 2017-2018 and 2018-2019 to deposit into the invasive species rapid response special fund, effective July 1, 2017.
