Establishes a model project where the Department of Land and Natural Resources (DLNR) develops designated areas for Hawaiian traditional and customary gathering practices, specifically cultivating coconut groves at a location selected by the department in collaboration with the aha moku advisory committee.

Requires DLNR to delineate the coconut grove area with perimeter boundaries and signage, and to issue permits or written agreements to vetted entities for removing coconut trees and coconuts in accordance with Hawaiian traditional and customary practices.

Prohibits commercial use of the designated coconut grove area and requires permit conditions to incorporate Hawaiian traditional and customary gathering practices with specified methods for distributing harvested coconuts.

Establishes liability protections whereby permit holders assume liability for injuries or property damage against the state, and non-permit holders assume liability against project participants.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to establish and implement the model project, with DLNR required to report findings and feasibility recommendations to the legislature by 20 days prior to the 2020 regular session.
