Expands service of process methods in Hawaii family court proceedings to include publication, electronic mail, social media posting, and other reasonable means when respondents cannot be located or personally served.

Modifies HRS §571-23 (family court summons procedures) to authorize service via electronic means or publication when personal service is impracticable and establishes 21-day minimum between last publication and court hearing date.

Amends HRS §576E-4 (child support proceedings) to allow service by publication or electronic means when a person has no known address, with notice published once weekly for four consecutive weeks.

Updates HRS §580-3 (divorce proceedings) and §583A-108 and §583A-309 (Uniform Child-Custody Jurisdiction and Enforcement Act) to permit alternative service methods including online publication websites and public bulletin boards when other methods are ineffective.

Preserves rights of impoverished persons under HRS §601-13 in all modified service provisions; effective upon approval.
