Establishes an annual electric vehicle registration surcharge on top of the existing $45 vehicle registration fee for all electric vehicles in Hawaii.

Revenue from the surcharge shall be deposited into the state highway fund established under section 248-8.

Surcharge amount is left blank in the bill text, with the specific dollar amount to be determined during the legislative process.

Maintains existing distribution of the $45 base registration fee, with $40 going to the state highway fund and $5 going to the emergency medical services special fund.

Effective date of July 1, 2017.
