Adds pilot schools to Hawaii's post-secondary education authorization program by creating a new section requiring private flight schools to have physical presence in the state, FAA approval, and offer accredited professional pilot programs with certified flight instructor certificates.

Defines "pilot school" and "institution" in the Hawaii Revised Statutes to include pilot schools alongside private colleges, universities, seminaries, and religious training institutions under Chapter 305J oversight.

Requires pilot schools to apply for reauthorization every two years and comply with the same authorization, violation, and complaint procedures as other regulated post-secondary institutions.

Exempts pilot schools from financial responsibility and disclosure requirements that apply to private colleges and universities, similar to existing exemptions for seminaries and religious training institutions.

Effective date of July 1, 2017.
