Establishes a statewide transportation mode share target requiring more than half of all ground transportation trips to be made by walking, biking, mass transit, and alternative modes by 2040.

Adds three new definitions to state law: "mode share" (ratio of trips by transportation type), "other alternative modes" (taxis, ride-hailing, carsharing, bikeshare, autonomous services), and "personal automobiles" (privately owned vehicles).

Requires all counties and metropolitan planning organizations to incorporate aggressive transportation mode share targets into updates of county general plans and land-use plans beginning in 2017, with targets set in five-year increments from 2025 to 2040.

Strengthens state transportation policies to prioritize high-quality pedestrian and bicycle facilities and frequent, reliable mass transit service that encourages shorter travel distances and reduces automobile dependency.

Effective date: July 1, 2017.
