Increases fines for excessive speeding violations under Hawaii Revised Statutes Section 291C-105, raising minimum penalties for first offenses from $500-$1,000 to $1,500-$3,000.

Raises second offense fines (within five years of prior conviction) from $750-$1,000 to $2,250-$3,000.

Raises third offense fines (within five years of two prior convictions) from $1,000 to $3,000.

Maintains existing license suspension periods, community service requirements, imprisonment options, and mandatory surcharges and driver education assessments for all offense levels.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
