Authorizes the Department of Land and Natural Resources and Hawaii Community Development Authority to enter into leases up to 99 years (instead of the current 65-year maximum) for state lands located within one mile of Honolulu's planned rail transit stations.

Requires that all housing in mixed-use developments on leased lands be reserved for residents or families earning up to 60 percent of the area median income as determined by the U.S. Department of Housing and Urban Development.

Amends Hawaii Revised Statutes sections 171-36, 206E-14, and 206E-31.6 to create this exception to existing lease term limitations for transit-adjacent affordable housing projects.

Takes effect on March 15, 2050 and automatically repeals on June 30, 2050, reverting lease term restrictions to their original form.
