• Clarifies that Hawaii's anti-discrimination law (HRS §378-3) permits employers to refuse to hire, refuse to refer, or discharge employees for reasons unrelated to discriminatory practices, unequal pay, criminal conviction records, or credit history.

• Modifies §378-3(3) to explicitly state that employment actions are allowed when reasons are unrelated to §378-2, §378-2.3, §378-2.5, or §378-2.7, or when pursuant to a nondiscriminatory employee agreement policy.

• Establishes that the law does not prohibit employment decisions based on factors outside the protected categories enumerated in Hawaii's employment practices statutes.

• Effective date: July 1, 2050.
