Extends the Alternative Energy Research and Development Pilot Program from a two-year to a four-year program.

Changes the program's sunset date from June 30, 2017 to June 30, 2019.

Extends the sunset date for the alternative energy research and development revolving fund from June 30, 2017 to June 30, 2019, with unencumbered balances lapsing to the general fund upon abolishment.

Appropriates unspecified amounts from general revenues for fiscal years 2017-2018 and 2018-2019 to be deposited into the alternative energy research and development revolving fund.

Authorizes the high technology development corporation to expend appropriated funds to provide matching grants to qualified businesses conducting alternative energy research and development.
