HI SB685

Increases the contractors license board from 13 to 15 members total.

Requires board contractor members (8 total) to include 2 general engineering contractors, 2 general building contractors, and 4 specialty contractors who do not hold general engineering or general building licenses.

Adds 7 public members who cannot hold a valid contractors license, cannot be relatives of licensed board members, and cannot have financial interests in licensed board members' businesses.

Establishes residency requirement of at least 5 years in Hawaii for all board members and requires all contractor members to hold valid, unexpired licenses at time of appointment.

Removes board members whose contractors license is revoked or suspended.
