Expands the early learning program scope to include early childhood development from prenatal care through kindergarten entry, replacing references to "early childhood education" with "early learning" throughout statute.

Transforms the Early Learning Advisory Board into a governing board with policy-making authority, removing the "advisory" designation and granting it power to formulate statewide early learning policy.

Grants the Early Learning Board authority to appoint and conduct annual evaluations of the Executive Office on Early Learning director, transferring this power from the governor.

Increases the income threshold for defining "at-risk children" and "underserved children" from 250 percent to 300 percent of the federal poverty level.

Changes board composition by reducing Hawaii Council of Mayors representatives from two to one and making four executive branch officers (superintendent of education, directors of human services and health, University of Hawaii president) non-voting instead of voting members.
