Amends Hawaii Revised Statutes Section 708-813 to add criminal trespass in the first degree offense for persons entering or remaining on streets, sidewalks, or public rights-of-way immediately adjacent to school property during school hours or within one hour before or after school activities without lawful business purpose.

Requires the person's presence or intentional actions to interfere with or disrupt the orderly operation, safety, or peaceful conduct of the school or school activity.

Mandates reasonable warning or request to leave by school authorities or a police officer before prosecution, unless the person is engaged in conduct protected under the U.S. Constitution.

Establishes applicability during regular school hours or within one hour before or after the school day or school-sponsored activities.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that existed before the effective date.
