Amends Section 46-88 of Hawaii Revised Statutes to add new requirements for exempted agricultural buildings, including a requirement that owners provide written notice to county fire departments and building agencies within 30 days of completion.

Establishes aggregate floor area limits for exempted agricultural buildings based on lot size: 5,000 square feet for lots of 2 acres or less; 8,000 square feet for lots greater than 2 but not more than 5 acres; and 8,000 square feet plus 2 percent of acreage for lots greater than 5 acres.

Requires minimum 15-foot horizontal separation between agricultural buildings and structures, and mandates compliance with electrical, plumbing, and wastewater disposal regulations through appropriate permits and licensed professionals.

Grants county fire departments and building permitting agencies an implicit right to enter property upon reasonable notice to investigate exempted agricultural buildings for compliance, with authority to seek a district court warrant if entry is refused.

Takes effect upon approval.
