Appropriates funds for one full-time equivalent (1.0 FTE) state civil service position in the Department of Land and Natural Resources for fiscal years 2017-2018 and 2018-2019.

New position will track and monitor funds and expenditures related to habitat conservation plans and conduct follow-up monitoring for development projects.

Position will implement and manage mitigation and other projects that benefit the recovery of Hawaii's threatened and endangered species.

Legislature finds that increased staffing capacity is necessary to improve consistency in issuing incidental take licenses and managing habitat conservation plans statewide.

Effective date is July 1, 2017.
