Requires the governor to submit summarized comparisons by executive department to the legislature before the 2019 regular session, including budgeted and actual/estimated expenditures for fiscal years 2017-2018 and 2018-2019, rounded to the nearest thousand dollars.

Mandates breakdown of expenditure comparisons by cost elements and means of financing, as well as comparisons of position ceilings and actual/estimated permanent and temporary positions filled.

Requires the governor, after consulting with the director of finance, to submit a recommendation on whether similar budgetary information should be included in future variance reports.

Allows the governor to submit the required information either within the variance report itself or in a separate document.

Takes effect on July 1, 2018.
