Establishes a supervisory and professional job shadowing pilot project under the Department of Human Resources Development to train state employees for promotion to supervisory or professional positions where incumbents are near retirement.

Requires the pilot project to include a minimum time period for job shadowing, standardized performance evaluations, and supervisory or leadership training conducted by the department.

Authorizes the department to create temporary part-time positions for employees shadowing supervisors or for temporary staff to perform duties of shadowing employees, while maintaining all existing benefits for participating full-time state employees.

Appropriates funds from general revenues for fiscal years 2017-2018 and 2018-2019 to implement the pilot project.

Requires the Department of Human Resources Development to submit a report to the legislature with findings, recommendations, and a recommendation on whether the pilot project should be made permanent, modified, or terminated.
