Expands the membership of the Special Action Team on Affordable Rental Housing created under Act 127, Session Laws of Hawaii 2016 to include two additional executive directors.

Adds the Executive Director of the Hawaii Community Development Authority to the team, recognizing its jurisdiction over areas conducive to developing affordable rental housing.

Adds the Executive Director of the Hawaii Public Housing Authority to the team, recognizing its mission to provide affordable rental housing for low-income families and individuals.

Renumbers the existing legislative and public member positions (5-10) to accommodate the two new executive director positions (3-4).

Takes effect on July 1, 2017.
