S.B. 717 Summary

• Establishes a temporary cleanup program (January 1, 2018 - June 30, 2019) requiring a governor-designated state department to remove debris and litter from state real property vacated by illegal encampments.

• Creates a temporary sheriff patrol program (January 1, 2018 - June 30, 2019) requiring the Department of Public Safety to establish deputy sheriff teams to enforce laws prohibiting trespassing, camping, and after-hours presence on state real property.

• Allows participating state agencies to join both programs through memoranda of agreement; the designated state department and Department of Public Safety will provide services at no charge to participating agencies.

• Requires the designated state department to submit a report to the legislature before the 2019 regular session recommending whether to extend, permanently establish, or terminate both programs.

• Appropriates funds for program implementation, planning, and preparation, plus separate appropriations for cleanup by the Department of Transportation, Hawaii Community Development Authority, and Department of Land and Natural Resources during fiscal year 2017-2018.
