Requires the Governor to prepare a comprehensive deferred maintenance plan to gradually eliminate deferred maintenance costs for all state-owned buildings, facilities, and other improvements.

Plan must include a target date for eliminating deferred maintenance, alternative dates based on different scenarios, standards for calculating costs, designation of agencies responsible for calculations, estimated total funding needed, and proposed annual appropriation schedules by fiscal year.

Governor must submit the initial plan with the executive budget for fiscal biennium 2019-2021 and provide annual updates with subsequent supplemental or executive budgets.

Imposes identical deferred maintenance plan requirements on the Chief Justice for judiciary-owned buildings, facilities, and other improvements.

Appropriates funds to the Office of the Governor and the Judiciary for fiscal year 2017-2018 to prepare the required deferred maintenance plans; effective July 1, 2050.
