Repeals Hawaii Revised Statutes section 36-30, which authorized assessments on special funds to reimburse departments for administrative expenses and transfer those amounts to the general fund.

Removes references to section 36-30 from multiple statutes including those governing the harbor special fund, research corporations, water pollution control revolving fund, and out-of-state office operations.

Eliminates inconsistent implementation of administrative expense assessments across departments, which generated minimal general fund revenue and raised fairness concerns.

Allows savings from eliminating special fund assessments to be redirected toward program purposes rather than general fund transfers.

Takes effect on July 1, 2017.
