Recommences the efficiency measures pilot project originally established under Act 67 (Session Laws of Hawaii 2015), with updated timelines and clearer objectives.

Requires the Director of Finance to select one state department by August 1, 2017 to participate in the pilot project and develop efficiency measures for budget documents related to the fiscal biennium 2019-2021.

Directs the pilot project to address six specific issues including defining "efficiency measure," developing program expectations with corresponding effectiveness measures, determining appropriate benchmarks and optimal funding levels, and assessing costs and benefits of efficiency measures.

Requires the Director of Finance to approve efficiency measures by January 1, 2018, and submit a comprehensive report to the legislature before the 2019 regular session containing actual and estimated efficiency levels, cost data, findings on all six issues, and a recommendation on statewide implementation.

Appropriates $50,000 for each of fiscal years 2017-2018 and 2018-2019 to the Department of Budget and Finance for conducting the pilot project, designated as cost-neutral against unexpended appropriations from the original 2015 act.
