Establishes the global primary care training program combining the Hilo medical center primary care training program and the University of Hawaii family medicine residency program.

Authorizes first-year residents from Hilo medical center's program to intern on Oahu with the University of Hawaii's family medicine residency program.

Authorizes second and third-year residents from the University of Hawaii's program to intern with the primary care training program at Hilo medical center.

Requires boards of directors from both programs to collaborate, adopt rules and procedures, and determine a start date for the program while maintaining current graduation rates.

Addresses Hawaii's shortage of primary care health care providers by facilitating cross-program training and experience.
