Clarifies the definition of "practice of behavior analysis" to include design, implementation, and evaluation of instructional and environmental modifications; empirical identification of functional relations between behavior and environmental factors; and use of contextual factors and reinforcement techniques.

Allows individuals supervised by licensed professionals (such as paraprofessionals, unlicensed professionals, students, and parents) to provide behavior analysis services when the supervision falls within that licensed professional's recognized scope of practice, provided they do not use the title "licensed behavior analyst" or "behavior analyst."

Expands exemptions from licensure to include caregivers implementing an applied behavior analysis plan under the direction of a licensed behavior analyst or other licensed professional authorized to practice behavior analysis.

Permits individuals with board certification from national certifying agencies to implement applied behavior analysis services under supervision of a licensed professional whose scope of practice overlaps with behavior analysis, rather than requiring specific Behavior Analyst Certification Board credentials.

Effective date: July 1, 2050.
